Council of Europe President Antonio Costa met with President Ilham Aliyev during his official visit to Azerbaijan. During this meeting, a broad exchange of views took place on important topics such as the current state of relations between the European Union and Azerbaijan, regional security, cooperation in the energy sector, and human rights.

Within the framework of this visit, serious questions have arisen regarding the Western value system and how it is applied in international politics. Some critics argue that the Western concept of "values" is actually used as a tool to extract certain concessions from autocratic rulers.
